1.0 Council Membership Procedures
1.1 Admission of Students
The distribution of student delegate seats shall be determined once each academic year by the Chair of the Council. These seats shall be apportioned between undergraduate and graduate students according to the ratio of undergraduate students to graduate students at Grenfell as determined by the Grenfell Registrar, with the provision that there shall be at least one graduate student representative. The Chair shall transmit these findings to the President of the GCSU and to the President of the Graduate Students' Union.
1.2 Tenure of Office
(a) The tenure of office for a student delegate shall be one year. The Students' Unions shall have the responsibility for conducting elections for their representatives.
(b) Non-student members shall serve on Standing committees of Council for a term of two years and shall not serve for more than three consecutive terms.
1.3 Admission of “Others” and “Observers”
(a) For admission of “Others”, notice of motion shall be given at least 21 days prior to the meeting. Admission is granted based on a minimum two-thirds majority vote of those present and voting in favour of the motion and shall be for the academic year.
(b) For admission of “Observers”, notice of motion shall be from the floor or the
Nominating Committee. Admission is granted based on a simple majority of those present and voting in favour of the motion and shall be for no more than the academic year.
2.1 Regular meetings of the Council shall normally take place on the first Wednesday of each month from September until May. The September meeting of Grenfell Council is to take place during the first full week of classes.
2.2 The Chair is responsible for the preparation and circulation of the Agenda for meetings.
2.3 Except with special leave of the Council, all documents and motions for discussion at a regular meeting shall be circulated to members at least five days prior to the meeting.
2.4 Attendance shall be recorded at each meeting.
3.0 Standing Committees of Council
3.1 Standing Committees remain in place until the new committee is elected at the September meeting of Council.
3.2 Nominations to Standing Committees shall be presented to the first regular Council meeting in the Fall Semester. Additional nominations may be made from the floor with the consent of the nominees.
3.3 The Vice-President (Grenfell Campus), or his or her delegate, shall be an ex officio member of all Standing Committees.
3.4 Standing Committees of the Council shall not designate alternates for elected members, either faculty or students, except with the approval of the Council.
3.5 When a vacancy occurs on a Standing Committee, the committee Chair shall inform the Nominating Committee, which shall fill the vacancy by election. Such replacements shall be for the period of absence of the original committee member.
3.6 The Nominating Committee shall identify a member of each committee who shall acquire a timetable of academic commitments from each member of the new committee in order to call the first meeting.
3.7 At its first meeting, each committee shall elect a Chair from its elected membership.
4.0 Academic Planning Committee (Revised Terms of Reference)
December 4, 2013 Academic Council
1. That Academic Planning Committee shall facilitate the development and implementation of the Grenfell Campus Academic Plan.
a. The Committee will solicit academic plans from each division and consolidate these into an overall Campus plan for approval by Campus Academic Council.
b. The academic planning cycle will be consistent with the strategic planning cycle of Grenfell Campus and the Academic Plan will be updated as necessary throughout that period.
2. The Committee shall receive proposals for new academic programs and evaluate these for alignment with the Grenfell Campus Academic Plan. Programs approved in principle by the Committee will be submitted to Campus Academic Council for further consideration.
3. The Academic Planning Committee shall consist of the Vice-President (Grenfell Campus) (ex officio), Associate University Librarian (ex officio), 1 GCSU representative, 5 members of Campus Academic Council (1 Arts, 1 Fine Arts, 1 Science, 1 Social Science, 1 at large) and 1 faculty member from Western Regional School of Nursing.
5.0 Academic Studies Committee
5.1 There shall be an Academic Studies Committee to discuss and make recommendations to the Grenfell Academic Council pertaining to:
(a) established University credit courses and programs; and
(b) proposed new credit courses and programs.
5.2 The Academic Studies Committee shall
(a) discuss and make recommendations to the Grenfell Academic Council pertaining to established and proposed University regulations; and,
(b) consider and act upon special cases and academic appeals of students at Grenfell Campus.
5.3 The Academic Studies Committee shall consist of the Vice-President (Grenfell Campus) (ex officio), Registrar (ex officio), 1 student, 5 members of Grenfell Academic Council (1 Arts, 1 Science, 1 Social Science, 1 Fine Arts, 1 at large) and 1 faculty member from WRSON.
6.0 Library Planning Committee
6.1 There shall be a Library Planning Committee to develop policies and plans for library holding and acquisitions.
6.2 The Library Planning Committee shall
(a) review present holdings in different disciplines and consult with these disciplines;
(b) recommend to Grenfell Academic Council on priorities for long-term collection development and to record the order of acquisition;
(c) recommend to Grenfell Academic Council future requirements such as equipment and long term technological considerations; and
(d) review its mandate and report back to Council regarding any amendments it wishes to recommend.
6.3 The Library Planning Committee shall consist of the Vice-President (Grenfell Campus) (ex officio), the Associate University Librarian (ex officio), 1 student, 4 members of Grenfell Academic Council (at large) and 1 faculty member from WRSON.
7.0 Nominating Committee
7.1 There shall be a Nominating Committee to nominate members to the various committees of Council.
7.2 Membership on Campus committees can be drawn from all members of the Grenfell Academic Council.
7.3 The Nominating Committee shall be responsible for
(a) the election of the Vice-Chair and Secretary of Council; and,
(b) the election of the members of the Corner Brook Sub-Committee of the Senate Committee on Undergraduate Studies.
7.4 The Nominating Committee shall consist of 3 members of Grenfell Academic Council from different divisions.
8.0 Research Committee
8.1 There shall be a Research Committee to report to the Grenfell Academic Council on issues related to research, which includes Campus and university-wide research policies.
8.2 The Research Committee shall
(a) evaluate and make recommendations to the Vice-President (Grenfell Campus) concerning application for funding from the Vice-President’s (Grenfell Campus) Research Fund;
(b) recommend procedures concerning the application for monies from the fund; and
(c) serve as a liaison with the office of the Associate Vice-President (Grenfell Campus) Research.
8.3 The Research Committee shall consist of the Vice-President (Grenfell Campus) (ex officio), Associate Vice-President (Grenfell Campus) Research (ex officio), 4 members of Grenfell Academic Council (1 Arts, 1 Science, 1 Social Science, 1 Fine Arts) and 1 faculty member from WRSON.
9.0 Teaching Committee
9.1 There shall be a Teaching Committee that shall report to the Grenfell Academic Council on matters relating to teaching, teaching development, applications of educational technology and curriculum design.
9.2 The Teaching Committee shall
(a) support the planning of regular events to foster improvements in teaching (e.g., teaching workshops, panel discussions); and
(b) maintain a liaison with the Office of Instructional Development and MUN John’s in order to facilitate presentations by visiting speakers at Grenfell Campus and other collaborative undertakings.
9.3 The Teaching Committee shall consist of the Vice-President (Grenfell Campus) (ex officio), 1 student, 1 member of Grenfell Academic Council from each Division and one faculty member from WRSON.
